Possibly the most famous example of a package deal on climate policy occurred at the international level in 2004 when the EU supported Russia's application for membership of the World Trade Organization in exchange for its ratification of the Kyoto Protocol. The EU's motivation for making this offer was the fact that the withdrawal of the US made ratification by Russia essential if the Protocol was to be ratified, as the rules of the Protocol stated that it needed to be ratified by nations that together accounted for at least 55 per cent of global greenhouse emissions in order to enter into force.3
